Councilmember Randall Stone discusses affordable housing finance and addresses homelessness policy considerations at the Adult Services Coordinating Council forum on Homelessness and Aging on Wednesday, July 20th, 2016.

“(Councilmember Randall) Stone, a member of the statewide League of California Cities’ Committee on Housing, Community, and Economic Development, talked a lot about a lack of funding and how it affects vagrancy and homeless problems in Chico. It’s compounded, he said, by the fact that the Chico police have to handle all of it. He has visited large, more affluent counties such as San Diego and said the approach to the problem is entirely different.

“Here, it is still addressed from a law enforcement standpoint. Coordinated services are just not there. We don’t have social workers who work with the police department … The county is reticent to address it any other way,” he said.”
